Authorizing the Public Service Commission to issue qualified rate orders for qualified purposes under specified circumstances; providing for the issuance of transition bonds for specified purposes; providing for the irrevocability of qualified rate orders and charges; allowing the pledge or assignment of specified property interests; providing that specified obligations on specified charges are nonbypassable; providing for the use of proceeds of transition bonds; etc.
