Authorizing the creation of a State Debt not to exceed $1,000,000, the proceeds to be used as a grant to the Mayor and City Council of the City of Takoma Park for the planning, design, renovation, and landscaping of the New Hampshire Avenue corridor, including street lights, streets, and sidewalks, in Takoma Park; and requiring the grantee to provide and expend a matching fund.
