Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 710.

This bill repeals the requirement that a recipient of a Maryland Science and Technology Scholarship graduate from a secondary school in Maryland. A recipient must be a Maryland resident and have been a Maryland resident at the time of graduating from secondary school.

Senate Bill 83, which was passed by the General Assembly and signed by me on April 27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 710.
