Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 931.
This bill requires a carrier that owns or contracts with a managed behavioral health care organization to distribute to members an explanation of benefits covered and specific exclusions, members' responsibilities, the methodology for reimbursing providers, and the procedure for obtaining services outside the provider network. The bill also requires a carrier to file with the Insurance Commissioner the mental health expense ratio for the provision of behavioral health care services to members and establishes a specified task force.
Senate Bill 585, which was passed by the General Assembly and signed by me on May 27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 931.
