Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 541.

This bill allows a person to catch oysters with a power dredge in State waters in and contiguous to Dorchester County in the Chesapeake Bay. A power dredge license may only be issued to the holder of an oyster harvester license. The Department of Natural Resources must suspend the harvester license for the duration of the dredging license.

House Bill 422, which was passed by the General Assembly and signed by me on May 27, 1999, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 541.
