Synopsis:

Establishing an administrative cost account to be used to administer the Compliance Division of the Comptroller's Office; requiring the Comptroller to distribute to the account from specified tax revenues that amount necessary to administer the specified taxes; requiring that no funds may be transferred by budget amendment or in any other manner from the account to any other division of the Comptroller's Office; etc.
