Authorizing the creation of a State Debt not to exceed $450,000, the proceeds to be used as a grant to the Board of Directors of PACT: Helping Children with Special Needs, Inc. for the construction and capital equipping of a new building for PACT: Helping Children with Special Needs, a therapy outreach center for children in Baltimore, subject to a requirement that the grantee provide and expend a matching fund; etc.
