Synopsis:

Making it unlawful for persons over the age of 18 to willfully and knowingly distribute to persons under the age of 18 a material, compound, mixture, preparation, or substance that contains any detectable amount of heroin, or enter into a common scheme or design to distribute to persons under the age of 18 a material, compound, mixture, preparation, or substance that contains any detectable amount of heroin; and establishing mandatory criminal penalties for a violation of the Act.
