Synopsis:

Establishing procedures for the appointment of an arbitrator and binding arbitration when there is an impasse in collective bargaining between the Maryland-National Capital Park and Planning Commission and the exclusive representative of a bargaining unit for MNCPPC employees; requiring the arbitrator to determine a final reasonable offer; requiring the arbitrator to hold a nonpublic hearing to consider proposals submitted by the parties; limiting what the arbitrator may consider in selecting a final offer; etc.
