Synopsis:

Establishing a full day kindergarten in each county in the State; requiring that 4-year-old children be admitted free of charge to prekindergarten programs by the 2004-2005 school year; and requiring county boards of education to establish full day prekindergarten programs by the 2004-2005 school year.
