industrial hemp; requiring the Secretary of Agriculture to administer
the pilot program in consultation with specified State and federal

industrial hemp by conducting specified activities; requiring that
participants in the pilot program shall be licensed by the Department;
requiring the Department to determine an individual's eligibility for
a license by obtaining specified information; etc.
