Synopsis:

Altering the scope of functional, operational, legal, and other factors of separation that the Public Service Commission shall require between regulated and nonregulated businesses or nonregulated affiliates of an electric company; and altering the date to December 31, 2000, by which the Commission shall require the factors of separation.
