Making it mandatory, and not optional, for employees of the Town of
Oakland to participate in the Employees' Pension System of the State
of Maryland as of the effective date of participation in the
Employees' Pension System by the Town of Oakland; and providing for
employees of the Town of Oakland to receive one-third of the service
credit for specified prior service, except under specified
circumstances.
