Synopsis:

Authorizing Howard County to regulate, by ordinance, the sale of cigarettes or other tobacco products; authorizing Howard County to require a person to obtain a county license or permit notwithstanding the possession of a license from the State; and authorizing Howard County to suspend or revoke a county license or permit, establish civil and criminal penalties, and establish procedures or requirements to implement the Act.
