Drivers' Licenses - Graduated Licensing System - Provisional Licenses - Occupant Restrictions Applicable to Minors

Synopsis:

Requiring the Motor Vehicle Administration to impose license restrictions on provisional licensees under the age of 18 that restrict the number of passengers under the age of 21 to two and that require each passenger to wear a seat belt while the provisional licensee is driving; and extending sanctions applicable to provisional licenses to include violations of hour and occupant restrictions resulting in convictions.
