Synopsis:

Authorizing the creation of a State Debt not to exceed $5,000,000, the proceeds to be used as a grant to the Board of Directors of Friends of Thomas G. Pullen K-8 Arts Magnet School, Inc. for the planning, design, construction, and capital equipping of the Friends of Pullen Performing Arts Center, located at the Thomas G. Pullen K-8 Arts Magnet School, subject to a requirement that the grantee provide and expend a matching fund; and providing generally for the issuance and sale of bonds evidencing the loan.
