design, construction, and capital equipping of the Friends of Pullen
Performing Arts Center, located at the Thomas G. Pullen K-8 Arts
Magnet School, subject to a requirement that the grantee provide and
expend a matching fund; and providing generally for the issuance and
sale of bonds evidencing the loan.
