Requiring the Governor to issue each year a proclamation encouraging
the citizens of Maryland, the media, government departments and
agencies, and business and recreational facilities to observe a moment
of silence at 3 p.m. on Memorial Day to unite in remembrance and
commemorate the acts and efforts of Marylanders who have served and
died in the armed forces.
