Synopsis:

Authorizing the creation of a State Debt not to exceed $600,000, the proceeds to be used as a grant to the Board of Directors of Turning Point, Inc. for the planning, design, repair, renovation, reconstruction, and capital equipping of a building, located at 2401 East North Avenue, Baltimore, for use as a substance abuse clinic, subject to a requirement that the grantee provide and expend a matching fund; prohibiting the use of proceeds of the loan or any of the matching fund for religious purposes; etc.
