Synopsis:

Requiring constituent institutions of the University System of Maryland, Morgan State University, St. Mary's College, and Maryland community colleges to waive the tuition and fees of students who agree to teach in Maryland public elementary and secondary schools in areas of teacher shortage; describing specified requirements for participating students; requiring tuition, fees, and interest to be paid back under specified circumstances; etc.
