Establishing that the statute of limitations for an action at law or
in equity against Baltimore City by a person with an interest in
abandoned property is 3 years from the date a court vests title to the
property in the City; and limiting the damages awarded to a person for
improper taking of abandoned property by the City to the fair market
value of the property at the time of the taking.
