Synopsis:

Altering the authorized expenditures from the Cigarette Restitution Fund to prohibit disbursements for any purpose other than public health objectives; and requiring the Governor to include in the annual budget bill appropriations from the Fund equivalent to the greater of $100,000,000 or 100% of the available funds.
