Requiring three of the voting members of the New Baltimore City Board of School Commissioners to be elected at large by the registered voters of Baltimore City; requiring the elected members to be elected during specified elections in Baltimore City; requiring the elected members of the Board to possess specified qualifications; requiring that the elected members appear on the ballot in 2000 and begin their terms of office on January 1, 2001; establishing term limits for specified members; etc.
