Authorizing the creation of a State Debt in the amount of $1,250,000, the proceeds to be used as a grant to the County Executive and County Council of Anne Arundel County for the construction of elevators, wheelchair lifts, stairs, and ramps and the construction of an art kiln for, and the capital equipping of, the Chesapeake Center for the Creative Arts, located in the Brooklyn Park Community Center at Brooklyn Park; etc.
