Requiring the Correctional Training Commission to develop and implement a specific program design and appropriate course curriculum and training for Department of Juvenile Justice employees and specified employees of nonprofit and for-profit entities under contract with the Department; requiring the Commission to establish the minimum qualifications for probationary or permanent appointment as a Department employee; altering the membership of the Commission; etc.
