Welfare Innovation Act for the Year 2000

Synopsis:

Authorizing the Secretary of Human Resources to establish a specified number of demonstration sites under the Family Investment Program (FIP); requiring the Secretary to appoint a director of each demonstration site; granting the Secretary sole authority over FIP functions in a demonstration site; requiring that employees hired at a demonstration site be placed in the management service or in special appointments in the State Personnel Management System; providing for an exception to that placement for a limited period; etc.
