Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 284 - Smart Codes - Models and Guidelines - Infill Development and Smart Neighborhoods.

This Administration bill addresses the adoption of a statewide building rehabilitation code, the Maryland Building Rehabilitation Code (MBRC). The bill also provides for the enforcement of the MBRC, specifies which units must adopt regulations, sets standards for the regulations, establishes the Maryland Building Rehabilitation Code Advisory Council and sets the Council's duties and membership.

Senate Bill 207, which was passed by the General Assembly and signed by me on May 11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 284.
