Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 331 - Environment - Brownfields Revitalization Incentive and Voluntary Cleanup Programs.

This bill alters the definition of an eligible Brownfields site for the purposes of determining participation in the Brownfields Revitalization Incentive Program and expands the ability of the Department of Business and Economic Development to award funds under the program.

Senate Bill 513, which was passed by the General Assembly and signed by me on May 11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 331.
