Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 745 - Education - New Baltimore City Board of School Commissioners - Bonding Authority.

This bill enables the New Baltimore City Board of School Commissioners to issue bonds to finance or refinance the acquisition, construction, or improvement of any public school facility in Baltimore City. The bill creates a "sinking fund" into which the State Comptroller would deposit withheld State education aid in an amount equal to the debt service outstanding and unpaid on the bonds.

Senate Bill 773, which was passed by the General Assembly and signed by me today, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 745.
