Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 811 - Maryland Home Builders Act.
This bill requires a person or firm engaging in the home building business to have a Home Builder's Registration Number which will be issued by the Consumer Protection Division of the Attorney General's Office. This bill also establishes a Home Builder's Registration Fund, criteria for obtaining and renewing a registration number, and reasons for having an application denied or a license revoked or suspended.
Senate Bill 380, which was passed by the General Assembly and signed by me today, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 811.
