Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1107 - Dentistry - Licensure of Retired Volunteer Dentists and Dental Hygienists.
This bill authorizes the State Board of Dentistry to issue a license to practice dentistry to a retired volunteer dentist if the applicant: (1) has had a general license to practice dentistry within the last two years; (2) has completed the continuing education requirements that the Board establishes for a general license; and (3) only provides dental services in a dental office, clinic, ambulatory care facility or hospital that provides medical care to the poor, elderly or disabled and is operated by the State or local government or by a bonafide charitable organization. The bill also authorizes the Board to issue a license to practice dental hygiene to a retired dental hygienist who meets similar requirements.
Senate Bill 691, which was passed by the General Assembly and signed by me on April 25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1107.
