Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 190 - Health Insurance - Private Review Agents.
This bill reorganizes the private review agent subtitle to better clarifying the duties of private review agents, including providing that if a health insurance carrier delegates its internal grievance process to a private review agent, the private review agent must establish the same internal grievance process required of carriers.
House Bill 412, which was passed by the General Assembly and signed by me on April 25, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 190.
