Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 553 - Health Care Workers' Safety Act - Bloodborne Pathogen Standard.

The bill requires the Commissioner of Labor and Industry, in consultation with the Secretary of Health and Mental Hygiene, to adopt regulations to implement the bloodborne pathogen standard established by the federal Occupation Safety and Health Administration.

House Bill 360, which was passed by the General Assembly and signed by me on May 11, 2000, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 553.
