Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 712 - Education - Lead Poisoning Tests - Administering and Reporting.
This bill requires children residing in areas designated as at risk for lead poisoning to receive a blood test for lead poisoning. The Secretary of Health and Mental Hygiene must require providers caring for children in such areas to administer blood tests to children by ages 12 months and 24 months, and to children over age 24 months who have not received a blood test for lead poisoning.
House Bill 1221, which was passed by the General Assembly and signed by me today, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 712.
