Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 743 - Substance Abuse Treatment Outcomes Partnership - S.T.O.P. Fund.
This bill establishes the Substance Abuse Treatment Outcomes Partnership (S.T.O.P) Fund within the Department of Health and Mental Hygiene. The S.T.O.P. Fund will be used to make grants to counties that submit proposals for substance abuse treatment programs.
House Bill 1205, which was passed by the General Assembly and signed by me today, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 743.
