Synopsis:

Requiring that any person who constructs a generating station and associated overhead transmission lines follow specified procedures to obtain a certificate of public convenience and necessity from the Public Service Commission; requiring that any person who modifies a generating station obtain a certificate of public convenience and necessity from the Commission; clarifying that the Department of the Environment is prohibited from requiring a specified registration or permit by any person required to obtain the certificate; etc.
