Synopsis:

Authorizing primary procurement units of State government to conduct the solicitation, bidding, award, execution, and administration of a contract by electronic means; providing that bidding on a contract solicited by electronic means constitutes consent to conduct all elements of the procurement of that contract by electronic means; authorizing the charge of reasonable fees for utilizing electronic means to conduct procurement; etc.
