Requiring the State Scholarship Administration to offer in September and October of each year Maryland Science and Technology Scholarships to specified students who have been accepted into specified academic programs under specified circumstances; requiring the Administration to offer scholarships to specified students currently enrolled in specified undergraduate programs under specified circumstances; etc.
