Authorizing the creation of a State Debt not to exceed $200,000, the proceeds to be used as a grant to the Board of Directors of Family Services Agency, Inc. for the acquisition, renovation, and capital equipping of a facility in Montgomery County for use as a center for the delivery of public health, education, emergency assistance, counseling, and housing support for families and children in Montgomery County; providing for disbursement of the loan proceeds, subject to a matching fund requirement; etc.
