Restricting the sale and distribution of specified powders and explosives to a person under the age of 21 years; prohibiting a person under the age of 21 years from possessing, using, selling, or distributing specified explosives; providing for an exception; prohibiting the falsification of identification to obtain or attempt to obtain specified materials; etc.
