Allowing a county or local animal control board to inspect circuses to determine whether animal cruelty or other mistreatment of animals has occurred; requiring circuses to allow specified inspections; requiring a county or local animal control board to report findings of cruelty or mistreatment or a refusal to permit inspections to the United States Department of Agriculture; defining the term "circus"; etc.
