Synopsis:

Including master teachers, consulting teachers, and instructional support teachers who have classroom teaching responsibility as eligible for State teacher incentive stipends and bonuses; providing for the retroactive application of the Act; and altering the qualifications for a teacher to be eligible for a signing bonus.
