Synopsis:

Repealing the right of a person to not be compelled to submit to a test for alcohol, drugs, or controlled dangerous substances for specified driving offenses; repealing a prohibition against an inference or presumption concerning guilt or innocence arising because of a person's refusal to submit to a test for alcohol, drugs, or controlled dangerous substances; making a refusal to submit to a test a misdemeanor; providing for criminal penalties and an assessment of specified points for a refusal to take a test; etc.
