Creating the Maryland Home Ownership Counseling Program; requiring individuals who apply for State or locally administered financial assistance for the purchase of real property in Baltimore City to participate in home ownership counseling courses; requiring the Department of Housing and Community Development to review and approve counselors and courses; providing that individuals who receive counseling have an unconditional right to rescind contracts for the sale of real property within three business days; etc.
