Synopsis:

Requiring the Maryland Higher Education Commission to establish and periodically update written guidelines concerning the solicitation of students by a credit card issuer on the campus of an institution of higher education; requiring the guidelines to include specified provisions; and requiring an institution of higher education to comply with the guidelines if the governing body of the institution of higher education permits solicitations on campus.
