Synopsis:

Requiring structural separation of the retail and wholesale activities of an incumbent local exchange carrier into a retail affiliate and a wholesale affiliate; providing criteria for the structural separation and continuing operations of the affiliates; providing for the approval by the Public Service Commission (PSC) of specified transactions; providing for the implementation and enforcement of the Act by the PSC; etc.
