Requiring a custodian to deny inspection of public records of the Maryland Transportation Authority in connection with a transaction system associated with an electronic toll collection system under specified circumstances; authorizing the inspection of public records of the Maryland Transportation Authority by its employees or agents in an investigation or proceeding relating to a violation of speed limitations; etc.
