Synopsis:

Prohibiting information obtained solely from specified campaign documents that are filed with an election board from being sold or used to solicit contributions, for commercial purposes, or for charitable solicitation purposes; specifying an exception; requiring a specified warning for electronic distribution of contributor data; authorizing the State Board of Elections to adopt specified regulations; establishing specified penalties; etc.
