Establishing under the Maryland Vehicle Law an offense of aggressive driving; specifying the penalty for a conviction of aggressive driving; requiring the Motor Vehicle Administration to assess 3 points against the license of a person who is convicted of aggressive driving; providing that a person is guilty of aggressive driving if the person commits two or more specified offenses under specified circumstances; establishing specified penalties; etc.
