Criminal Law - Heroin - Unlawful Distribution

Synopsis:

Making it unlawful for persons over the age of 18 years to willfully and knowingly distribute to persons under the age of 18 any material, compound, mixture, preparation, or substance that contains any detectable amount of heroin, or enter into a common scheme or design to distribute to persons under the age of 18 any detectable heroin; and establishing specified mandatory penalties.
