Authorizing a local health officer to investigate a suspected nuisance; making it discretionary instead of mandatory for the Secretary of Health and Mental Hygiene to investigate and devise a means to control a nuisance; authorizing a local health officer to file a complaint for nuisance abatement in District Court or circuit court; establishing specified penalties; etc.
